Driving licence exchange in Germany

If you are planning on obtaining a German driving licence we would be glad to help! However, doing it yourself may also be an option if you are already in Germany. Here is some information to get you started.

Driving licences are valid for 15 years.

Please note: Driving licences which are issued after the 19 January 2013 are valid for 15 years. Licences issued before, lose their validity at the latest on 19 January 2033.

If you hold a driving licence for life (i.e. one that remains administratively valid for an unlimited period) that was issued by another EU country, you will have to renew the licence by 19 January 2033 after changing your usual place of residence.

Please note: The legal situation may be subject to further changes.

Non-EU driving licences - exchange & recognition

You must exchange your non-EU driving licence within 6 months of moving.

To exchange your non-EU driving licence:

  1. go to to the local driving licence authority- Anschriften der Fahrerlaubnisbehörden .
  2. hand in the following documents:
  • an official identity document of the applicant (identity card or passport);
  • a certificate of registration from the Residents' Registration Office;
  • a recent photograph that meets the requirements of the Regulations Implementing the Passport Act (Passverordnung);
  • when applying for a Category A, A2, A1, B or BE driving licence, eye test certificate from an officially recognized body; when applying for a Category C1, C1E, C, CE (HGV), D1, D1E, D or DE (bus/coach) driving licence, a medical certificate proving adequate visual acuity;
  • when applying for a Category C1, C1E, C, CE, D1, D1E, D or DE driving licence, you must submit a medical certificate ; applicants for a Category D, D1, DE or D1E driving licence who are aged 50 or over also have to submit a medical certificate issued by an occupational health officer or a medico-psychological certificate confirming that their ability to cope with stress and their faculties of orientation, concentration, attention and reaction are adequate;
  • proof that you have attended a training session on emergency life-saving measures for Categories A and B (including trailer and sub categories) or proof that you have completed a first aid training course for Categories C and D (including trailer and sub categories);
  • the original driving licence issued by the other country (an International Driving Permit is not sufficient) together with a translation into the German language, unless the driving licencing authority makes an exception and waives the requirement for a translation;
  • a statement declaring that your foreign driving licence is still valid.

If you have previously exchanged a non-EU driving licence for an EU licence in another EU country, you can use it in Germany unless:

  • your EU or EEA driving licence was issued on the basis of a driving licence issued by a non-EU or non-EEA country (not listed in Annex 11 of the Driver Licencing Regulations)
  • and without taking a driving test, or
  • on the basis of a forged non-EU or non-EEA driving licence.

DEUTSCHLAND (D)
1.Models D 1–D5. For all German models issued before 1 January 1999, further entitlements of a very specific
and limited kind, which are not displayed in the tables, may emerge. For example: remarks 9 and 10 also ap-
ply to model D4, if models D2 or D3 have been exchanged for a model D4. Since the date of issue of each
particular category is not recorded on model D4 and thus is not visible on the document, this circumstance
has not been foreseen for model D4. In the rare circumstance that such a case does occur, German issuing
authorities will have to be contacted in case of doubt about the scope of a particular entitlement.
2.Model D1. This model has been issued for over 40 years. Therefore a variety of differences with respect to
colour and form of the model may appear in practice. Models issued in Saarland may have a different size and
are bilingual.In singular cases, the date of issue may also have been after 1 April 1986.
3.Models D1, D5. German legislation provides that the entitlement of a holder of a‘Klasse 2’entitlement ceased
to be valid on 31 December 2000 in case the holder had his 50th birthday before 31 December 1999. In case
the licence holder exchanged his licence for a new model before or on 31 December 2000 the period of valid-
ity and the periodicity of medical examination for the new model applies.If a holder turns 50 after 31 December 1999, he has to exchange his licence for a new model on his 50th birth-day and thereafter a period of validity of five years applies.In case such a licence holder establishes his normal residence in another Member State without being in compliance with the above rules, his ‘Klasse 2’ entitlement should not be recognised (unless he has changed his normal residence before the above rules apply to him).This also applies to
Model D2:
•if issued before 31 March 1957 for ‘Klasse 2’;
•if issued after 1 April 1957: for ‘Klasse 5’;
Model D3: for ‘Klasse 5’ and
Model D4: for ‘Klasse C’, ‘CE’, ‘D’ and ‘DE’.
4.Model D1, D5. In case a ‘Klasse 1’ licence was obtained before 1 December 1954 (before 1 October 1960 in Saarland), the holder is entitled to drive category B 79 (~ 700 cm³) in addition, without having to exchange the licence. In case of exchange of such a licence, the holder is granted a full category B licence. The above applies to model D5 insofar as a D1 was issued to the same holder before the relevant dates and exchanged for model D5 hereafter.
5.Model D1, D5. In case a ‘Klasse 2’ or a ‘Klasse 3’ licence was obtained before 1 December 1954 (before 1 October 1960 in the Saarland), the holder is entitled to drive categories A1 and A 79 (~ 250 cm³) in addi-tion. In both cases, the holder is granted an unrestricted category A entitlement in case he exchanges the licence.If a ‘Klasse 2’ or a ‘Klasse 3’ licence was obtained after the above dates but before 1 April 1980, it entitles a holder to drive category A1 in addition.The above applies to model D5 insofar as a D1 was issued to the same holder before the relevant dates and exchanged for model D5 thereafter.
6. Models D1, D5. The holder of a ‘Klasse 3’ licence is also entitled to drive the following vehicle: CE 79 (C1E > 12 t, L ~ 3) ( = not more than three axles in total).On a new licence issued in exchange, this entitlement shall figure only on explicit demand of the holder. This also applies to
Model D2:

•if issued after 1 April 1957: for ‘Klasse 4’;
Model D3: for ‘Klasse 4’ and
Model D4: for ‘Klasse B’ and ‘BE’.

In both cases, the holder is granted an unrestricted categoryAand B entitlement in case he exchanges the licence. In case a‘Klasse 4’licence was issued after the above dates, but before 1 April 1980, it entitles a holder to drive
category A1.
The above applies to model D5 only if a D1 was issued to the same holder before the relevant dates and ex-changed for model D5 thereafter.
